After a decade of working across UN agencies, INGOs and foundations, I formalised this methodology into what is now the Clarity-to-Impact® Framework, a registered trademark that distils the essentials of strong, practical Monitoring, Evaluation and Learning.
It is a virtual programme to help both individuals and organisations move beyond activity tracking, to demonstrating real results.

Who I Am
I’m Ann-Murray Brown, an independent Monitoring, Evaluation and Learning (MEL) consultant with over 20 years of experience working with international organisations, donors, and NGOs.
I’ve worked with organisations such as the OECD, UNDP, UNICEF, WFP, UNOY, FMO (the Dutch development bank), the Dutch Ministry of Foreign Affairs, Panaroma Foundation and other UN-affiliated and donor-funded programmes. My work has included reviewing and strengthening MEL frameworks, Theory of Change logic, indicators, and evaluation approaches in high-stakes, multi-country contexts.
I’ve also contributed to and reviewed evaluation and results-based management guidance used within UN systems, including making recent revisions UNDP evaluation policy and RBM-related frameworks that practitioners regularly rely on. If you work with UN or donor documentation, there’s a good chance you’ve encountered thinking I’ve helped shape or stress-test.

When does the programme begin?
The current cohort for the Clarity-to-Impact® Programme for individuals begins in May 2026.
Can I join after the programme begins?
No. Enrollment closes once spots are filled). This ensures everyone starts at the same point and moves through the journey as a group.

What makes the Clarity-to-Impact® Programme unique?
The M&E field is often weighed down by jargon and over-complicated tools.
This is because most MEL experts can teach frameworks but can’t translate them.
They mistake complexity for credibility, the denser the jargon, the more “serious” they think they sound.
We flip the script.
We know that that being accessible isn’t the opposite of being rigorous, it’s the highest form of rigor.
Because simplifying without dumbing down requires real mastery (that took us years to hone).

What happens after I join?
Once you secure your seat in the Clarity-to-Impact® Programme:

You'll be invited to a kick off meeting with your fellow practitioners where we set goals and outline the journey

Each month you’ll participate in live group coaching calls where we work through the 5 transformation stages together.

The programme is highly practical and hands-on. You won’t just hear about MEL theory, you’ll work with Ann directly to apply the tools to your real challenges and walk away with a functioning MEL system you can use.
What time are the live sessions held?
Live sessions are typically held at times to accommodate participants across multiple time zones. Specific dates and session times will be confirmed in advance via email.
What if I’m in a different time zone? Will I miss out?
All live sessions are hosted in times that work well for most participants across Europe, Africa, and the Americas. If you’re in Asia-Pacific or another region where the time is less convenient, you’ll still be fully included.
In some cases, if there’s a strong group from a particular region, we schedule an additional session that fits your time zone. Our goal is to make the programme as inclusive as possible, while keeping it manageable and energising for everyone.
What day of the week are sessions held?
Live sessions are typically held on weekdays. The exact day is confirmed in advance so you can plan around it.
Is the programme the same as the M&E Academy?
No. The Academy was about access to resources and knowledge . The Clarity-to-Impact™ Programme is a structured, guided journey with milestones, accountability, and recognition. Think of it as a professional training programme and tailored support.
What is the refund policy?
Enrollment is a fixed-term commitment (6 months). Because this is a live, guided programme, we don’t offer refunds. This policy ensures that everyone who joins is fully committed to engaging and completing the journey.
Are there any scholarships available?
At the moment there are no scholarships available.
Do I need to be an MEL expert to join?
It's for everyone.
Your job title does not have to say “M&E”, as long as you are somehow involved in measuring and reporting on the outcomes of an intervention or programme, the programme is for you. Regardless of where you are in your career, whether you're just starting out or a seasoned M&E professional, you're welcome. No prior M&E knowledge is required to be part of our programme. Even if you're already an M&E expert, you may learn something new.
Will I get one-on-one time with Ann?
The programme is delivered in group format. Organisations can book one on one consulting calls through the Org plan.
What is NOT covered in the programme?

It does not teach Randomised Control Trials (RCTs) or other statistical experimental designs.

It does not touch on data analysis or advanced statistical software or coding.
The Clarity-to-Impact® Programme is facilitated by Ann-Murray Brown, international MEL consultant and founder of the M&E Academy, with 20+ years of experience advising OECD, UN, EU, foundations and national governments.
All content is grounded in inclusive, participatory, and practical MEL principles.
